{"id":18,"date":"2017-04-13T15:17:02","date_gmt":"2017-04-13T15:17:02","guid":{"rendered":"https:\/\/cpp.juntasupervision.pr.gov\/en\/?page_id=18"},"modified":"2021-05-05T16:35:40","modified_gmt":"2021-05-05T20:35:40","slug":"home","status":"publish","type":"page","link":"https:\/\/cpp.juntasupervision.pr.gov\/en\/","title":{"rendered":"Welcome to\u00a0the Critical Projects Process"},"content":{"rendered":"&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><b>The following set of criteria is used to determine if infrastructure proposals are Critical Project candidates:<\/b><\/p>\n<ul>\n<li>Impact of the project on an emergency<\/li>\n<li>Availability of funds to implement the project<\/li>\n<li>Cost of the project and amount of Puerto Rico government funds required<\/li>\n<li>Environmental and economic benefits provided by the project<\/li>\n<li>Current status of the project<\/li>\n<li>Additional appropriate criteria related to energy production and conservation<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>In order to make a final decision on whether an infrastructure proposal is a Critical Project,\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/5278\/text\" target=\"_blank\" rel=\"noopener\"><b>PROMESA-Title V<\/b><\/a><b> outlined a specific process to follow<\/b><\/p>\n<p><b>There are six key steps in the <\/b><b>CPP<\/b>:<\/p>\n<ol>\n<li><b>Project submission<\/b> by a Project Sponsor<\/li>\n<li><b>Identification of relevant Puerto Rico Agencies <\/b>that will have a role in the permitting, approval, authorizing, or any other activity related to the development of the project<\/li>\n<li><b>Expedited permitting process<\/b> from each Puerto Rico Agency identified in step 2<\/li>\n<li><b>Critical Project Report <\/b>to assess the project against submission criteria and provide a recommendation<\/li>\n<li><b>Public involvement <\/b>to opine if the proposal should be deemed a Critical Project<\/li>\n<li><b>Action by the Oversight Board <\/b>to approve or disprove the proposal as a Critical Project<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><strong>Documents to be submitted in the CPP <a href=\"https:\/\/cpp.juntasupervision.pr.gov\/wp-content\/uploads\/2018\/06\/06012018-Submission-Form.pdf\" target=\"_blank\" rel=\"noopener\">Submission Form<\/a>:<\/strong><\/p>\n<ol>\n<li>Any contract or authorization of use for the proposed site.<\/li>\n<li>Letter of intent or any kind as evidence of availability of funds (such as bank statements, audited Financial Statements, letter of intent, etc.) to implement, operate, or maintain the project.<\/li>\n<li>Contract awarded, or RFP award in cases where projects are Private-to-Public.
