The Financial Oversight and Management Board for Puerto Rico has designated Viewpoint at Roosevelt as a Critical Project.

The Viewpoint at Roosevelt Project was submitted via the Title V process with much of the approved permitting process already completed. For example, the project has already obtained a construction permit and the location consultation/determination from the Municipality of San Juan. According to Puerto Rico law, autonomous municipalities (such as San Juan, who is the recipient of this project), may grant both the construction permit and the location consultation, so long as they go through the evaluation processes of the municipal permitting office. The proposed project will only increase the problems of traffic congestion in this area. To add to the current congestion with more buildings in the area will affect ALL traffic patterns to the point that it will trap all of us current residents in this Floral Park area . Our quality of life will be damaged to the point of no return. Most of us living in this area have been here for many years and many are elderly people that need quality of life, which this project will destroy irreparably. Municipalities assess whether projects are authorized to use land for a specific project, in order to grant a construction permit or a location consultation (this project has both). Municipal governments bear the responsibility to evaluate benefits and challenges of urban development when evaluating projects. It is not within the scope of the Revitalization Coordinator to evaluate the merits of urban planning efforts, since these are left to the sole discretion of the local government.
How come this falls within the Board’s reach? if it was found to comply with IRS’ rules, what it is that the Board and the Infrastructure Czar think they could add to the process?
Despite having a partially advanced permit process, obtaining the critical project designation can help this and any other project obtain an expedited permit process for all those permits that, to date, the project sponsor does not possess. In addition, designation as a critical project can provide additional statutory benefits to a sponsor during execution, which can lower project costs and benefit the affected Puerto Rico residents.
